How can i train my dog to like the outdoors?

I have a chihuahua that's 6 months old and he got use to being inside. Whenever, i take him outside he whimpers and tries to go back inside! How can i make him to like the outdoors?
I think i'll do both!

take him out and socialize him (treat him to walks/talks/play with other humans and dogs)
